In the autumn of 1999 the Scout
Association issued a consultation on potential changes to the
movement, including lowering the Scout leaving age to 14.
Over the next few months the Troop campaigned hard, including
collecting signatures on a petition against the change.
The huge amount of publicity the campaign gained led to the PLs being
invited to meet the programme review committee at Gilwell Park.
By late spring it was announced that the leaving age
would be reduced to 14, but |
in a coup for 1st Adderbury an 18 month flexibility was
added, meaning Scout |
could stay with the Troop after they were 14.
At the time this was viewed as a major win for the
Troop. The more sceptical few wondered how long this
leeway would be allowed before the Scout Association tightened things
after the public gaze had moved on... |
